MINUTES FOR OCTOBER 5, 2018

BOARD OF CHEROKEE COUNTY COMMISSIONERS

CHEROKEE COUNTY, KANSAS

CONVENE

Chairman Cory Moates called the regular session of the Cherokee County Board of Commissioners (The Board), to order at 9:00 a.m. on Friday, October 5, 2018 in the Commission Room, #109 of the Cherokee County Courthouse located at 110 W Maple St., Columbus, Kansas.  Commissioner Neal Anderson opened the meeting with prayer followed by the Pledge of Allegiance.  Commissioners Cory Moates, Pat Collins, Neal Anderson, County Counselor Barbara Wright, and County Clerk Rodney Edmondson were present.

Members of the press present:  Larry Hiatt

A motion was made by Commissioner Moates to approve the Minutes of the October 1, 2018 BOCC meeting as written.  The motion was seconded by Commissioner Anderson.  The motion carried 3-0.

A motion was made by Commissioner Collins to approve the payroll for the period ending September 28, 2018.  The motion was seconded by Commissioner Anderson.  The motion carried 3-0.

A motion was made by Commissioner Anderson to approve the payroll for the period ending October 3, 2018.  The motion was seconded by Commissioner Collins.  The motion carried 3-0.

Counselor Wright presented the resolution for the condemnation of a structure at 704 SE Highway Alternate 69 for a second read by the Board.

A motion was made by Commissioner Moates to approve Resolution 23-2018 regarding the condemnation of a property located at 704 SE Highway Alternate 69.  The motion was seconded by Commissioner Collins.  The motion carried 3-0.

A motion was made by Commissioner Moates to publish the list of delinquent sewer customers in the county newspaper.  The motion was seconded by Commissioner Collins.  The motion carried 3-0.

Raven Elmore, County Treasurer, reported that she spoke with Representative Houser regarding the problem with DMV and the issuing of drivers licenses.  Raven stated that after Mr. Houser spoke with someone at DMV, she received an email from DMV asking what needs to be done to assist Cherokee County.

The Board approved a line item expense budget for 2019 for the Road & Bridge Department.

The Board discussed the current expense report for the Road & Bridge Department.  Commissioner Moates voiced concern that the Road & Bridge Department is going to be over budget for 2018.

Commissioner Moates made a motion to set spending limits on Road & Bridge Department Heads, with expenses above a certain limit needing Chairman or Board approval.

The Board discussed options with Counselor Wright on policies to control spending and ways of planning future expenses.

After discussions, Commissioner Moates withdrew his Motion.

Commissioner Anderson made a motion to adjourn until the next regular meeting set for Friday, October 12, 2018 at 9:00 a.m.  The motion was seconded by Commissioner Collins.  The motion carried 3-0 at 9:48 a.m.
