MINUTES FOR NOVEMBER 27, 2017

BOARD OF CHEROKEE COUNTY COMMISSIONERS

CHEROKEE COUNTY, KANSAS

CONVENE

Chairman Pat Collins called the special session of the Cherokee County Board of Commissioners (The Board), to order at 2:00 p.m. on Monday, November 27, 2017 in the Commission Room, #109 of the Cherokee County Courthouse located at 110 W Maple St., Columbus, Kansas.  Commissioners Pat Collins, Neal Anderson, Cory Moates, County Counselor Barbara Wright, and County Clerk Rodney Edmondson were present.

The Board immediately dismissed from the Courthouse to go on location to 656 SE Greenlawn Rd. at the request of Jason Pierce for the Board to conduct a fence viewing with the adjoining property at 800 SE Greenlawn Rd. owned by James Paxson.

The Board convened as fence viewers at 657 SE Greenlawn Rd. at 2:15 p.m.  Those present were the Board, Counselor Wright, Clerk Edmondson, Deputy Sheriff Shane Gibson, Jason Pierce, and James Paxson.

All parties viewed the fence in question and heard the concerns of both parties involved.  Pierce and Paxson agreed to work together to resolve their differences and to get the fence repaired.  They agreed to meet with Counselor Wright on Monday, December 4, 2017 at 1:00 p.m. at the Courthouse to work on a written agreement for maintaining the fence.

The fence viewing concluded at 2:35p.m.

MINUTES FOR NOVEMBER 27, 2017

BOARD OF CHEROKEE COUNTY COMMISSIONERS

CHEROKEE COUNTY, KANSAS

CONVENE

Chairman Pat Collins called the regular session of the Cherokee County Board of Commissioners (The Board), to order and led all in attendance in the Pledge of Allegiance at 6:00 p.m. on Monday, November 27, 2017 in the Commission Room, #109 of the Cherokee County Courthouse located at 110 W Maple St., Columbus, Kansas.  Commissioners Pat Collins, Neal Anderson, Cory Moates, County Counselor Barbara Wright, and County Clerk Rodney Edmondson were present.

Members of the press present:  Larry Hiatt

A motion was made by Commissioner Moates to approve the minutes of the November 20, 2017 BOCC meeting as written.  The motion was seconded by Commissioner Anderson.  The motion carried 3-0.

Clerk Edmondson presented a quote from Home Depot on behalf of Judge Marsh for the purchase and installation of solar shades for the small courtroom and his chambers at a cost of $1,116.36.

A motion was made by Commissioner Moates to approve the purchase of solar shades for Judge Marsh’s courtroom and chambers at a cost of $1,116.36.  The motion was seconded by Commissioner Anderson.  The motion carried 3-0.

Clerk Edmondson presented Amendment #1 for the Health Insurance plan for the Board to sign.  The amendment increases the deductible to $350 per individual.

Commissioner Collins read a letter from the Kansas Historical Society stating that Big Brutus has been approved for nomination to the National Register of Historical Places.  The property will now be evaluated and a decision should be made within 45 days.

Commissioner Collins reported on the fence viewing that took place at 2:15 p.m. today.  He stated that he believes the two parties involved will work out their differences.

Sheriff Groves reported that Attorney Gene Barrett brought 200 notices last Wednesday for service regarding the tax foreclosure sale.  He stated that another 200 were delivered earlier today.

Commissioner Collins stated that Attorney Robert Myers has 500 more parcels for another tax sale with hopes that it will be ready in February, 2018.

The Board heard concerns from a couple of residents regarding property tax increases in Riverton and Columbus.  Mark Hixon, County Appraiser spoke on the options for protesting the valuation of the property earlier in the year, as well as the option to pay taxes under protest now in order to have the property reviewed.

Sheriff Groves updated the Board on his department activities during the Thanksgiving holiday.

A motion was made by Commissioner Anderson for an attorney client executive session for contract purposes with the Board, Counselor Wright, and Clerk Edmondson for a period of 10 minutes.  The motion was seconded by Commissioner Moates.  The motion carried 3-0 at 6:37 p.m.

The meeting reconvened at 6:47 p.m.

No action was taken during the executive session.

The Board discussed the condition of the detour roads around the Highway 7 project and the ability to grade the road while trying to control the dust.

Commissioner Anderson made a motion to adjourn until the next regular meeting set for Monday, December 4, 2017 at 9:00 a.m.  The motion was seconded by Commissioner Moates.  The motion carried 3-0 at 6:56 p.m.
